I have 3 active ads targeting a zone. two are weighted 1, and one is a 2. but they never rotate. I only see 1 ad. page example https://www.tvrev.com/advertising

It sounds like the piece that you are missing is Placements. In AdPlugg, Placements allow you to apply rules to a set of ads. Using the Placement you can set the ads to rotate, schedule them, target them to certain pages, etc.

I am having the same issue
I followed the instructions in the article, but it still only shows the same ad.
If I increase the "Max Ad Count" in the zone, I see all ads. But at the count of 1, it only shows the same ad and does not rotate
Please ensure sure that you don't have any Ads directly targeted to the Zone (via the Zone Targeting on the Ad). This will send the Ad directly into the Zone (bypassing the rotation that occurs in the Placement).
