Ads not rotating

I've followed the directions to set up several Ads, my "footer" Placement and Zone, and set the content order field to "Random".  Unfortunately only 1 Ad is showing in my footer widget and the other Ads are not rotating in.  I refreshed the page and went to other pages and the same Ad shows up.  I must have missed a step - can you please help?!

I took a look at your account. Yeah, it looks like you are really close.  All that you need to do is to target each of your ads to your "Footer" Placement. 

To do this, edit each ad and under Placement Targeting, select your "Footer" placement and save the ad.
