We have 15 banner ads in one zone. 2 are paid (Premium) and 13 are complimentary. We need paid ads to ALWAYS show first for every new visitor, and complimentary ads should rotate after. Currently Premium ads show forever and Remnant/Fallback ads never appear. How do we configure this so ALL 15 ads rotate but paid ads always show first for every visitor?

You could do that using several of the Business Plan features: Priorities and Frequency Capping.
On the Premium Ads, under Advanced > Delivery Controls, set the Priority to Premium . Then go to Advanced > Frequency Controls and enable the Frequency Cap. This will give the ad priority and limit the Ad to showing once per day.
For the complimentary ads, set the Priority to Remnant and leave the Frequency Cap turned off. This will make it show any number of times but only after the Premium ones.
